How would I create a blur?

I was wondering how I would create a really strong blur, like an opaque overlay image to put over my game. Just something that's got transparency so that you can very faintly make out some colors of the game behind it, but its a really thick opaque blur.

Ive been looking around google but can't seem to find anything.

Would there be any way to do this in photoshop real quick, or is there any image someone can link me to?
