How do people make their game icons. Are there any free programs that you can create it in? Thanks

If you are creating the graphics for your game then you can also do the same for your icon, just keep it clean and simple. Remember its the first thing most users will see, so make sure its as eye catching as possible. GS will add the rounded corners and gloss look onto it when you publish.

but the thing is im not making my own graphics, im taking photos from other sites that allow you to take them for commercial use.

If you can't make one yourself consider hiring someone from Digital Point. It's a webmaster forum I frequent. You could get it done for like $2 or $3.
