the faq's list pixen, gimp and blender as good quality free resources for image creation. to which i whole heartily agree.
for those who are more accustomed to vector tools like illustrator or looking for competent replacements for photoshop, you can try out...

i'm going to be making all the art assets for my first game in inkscape. then i will make some sort or tutorial or something of the experience.
